Clenbuterol is mainly used as a cutting agent in a stack, not as the bulking agent, so clen ain't getting him to 168.
I wouldn't be suprised. He look kinda drained at the Fielding weigh in. Also remember how he fell down from the chair at the Golovkin 2 weigh in, just 2 fights ago.
I remember seeing pics and videos of Canelo 1 --2 months out from his 2nd fight against GGG and he was significantly smaller, slower, and less explosive. Then all of a sudden at the weIgh in he comes in looking like a ****ing tank again. Its so blatantly obvious hes a juice machine. Hes a natural welter without his anabolic steroids. The fact that he has moved up 3 weight classes above his natural class and all of his physical abilities have significantly improved as he has moved up -- namely his power, explosiveness, and ability to take a punch clearly indicates hes a juice pig.

Obvious to me that making weight at 160 was still difficult,PEDs or no he’s always been a pro at making weight. I said he may be very well cutting too much weight and that him falling from the chair should be taken into consideration, because it gives the OP's question legitimacy. I wasn't saying that is is necessarily the case, but it wouldn't be crazy neither, especially when you know he fell down from the chair. Also at every of Canelo's weigh ins, for years, he was looking dramatically different the next day, on the fightnight, meaning that during the weigh ins his stomach is sucked in a lot, meaning that he cuts a lot of weight. Sure he's not the only one looking that way, as a lot of fighters chose to cut a lot of weight in order to have a weight adventage on the night of the fight and he's clearly one of them.
