It is probably fair to say that Baer has a significant stylistic, and physical advantage here. In terms of power you could say that they are even for the sake of argument. Tua's main card is that he take s punch better. Put all that together, and a number of outcomes are plausible.
What's Tua's record against 6ft 5"+ fighters? Not saying Baer beats him but it bares (no pun) consideration in this match up.

Tua is a swarmer, and Baer is a boxer puncher. Tua is 5' 10'' with a 70'' reach. Baer is 6' 6'' with an 84'' reach. I will leave you to figure out how that could translate into a stylistic advantage for Tua! They are both guys with an impressive run of knockouts, who generally failed to deliver them against the best of their era. Why would I think that their power was very different?
Ahh, the old rock-paper-scissors mode of assessing fighters' styles. I don't put much stock in that approach in general, and "boxer puncher" is so broad a descriptor that it's pretty much useless. The stylistic advantage for Tua seems pretty straightforward. From what I've seen, it seems Baer liked to come forward and slug it out at fairly close ange, nullifying his height and reach advantages in the process. He was there to be hit and Tua threw harder, faster punches. Tua's extraordinary power is obvious via the eyeball test, and he knocked out several former and future champions and contenders. Blew a couple of them out within mere seconds. I would need to see and read a lot more than a gaudy ko% against mostly undersized and unimpressive foes before I assume Baer had similar punching power.
