Mayweather obviously has a superior legacy to GGG, but thats due to the circumstances around his undefeated streak, everyone he has faced is hyped up beyond belief in order to make Floyd look good, he is American so that already makes him favorited by American boxing historians( which are overwhelmingly influential in subjective P4P ratings). Mayweather isnt the fastest, or most powerful fighter, he just has a very high ring IQ, thats it. His greatest win Pacman was past his best when he fought him.

PBF is ATG who would be great in any era his skill level and dedication to the sport is without peer. Maybe if guys like Kovalev could lay off the booze and have the same level of dedication as PBF they could be as great as him. Guys like Usyk and Loma seem to have no issues and take boxing seriously and will be dominate for a long time.
