Arroyo was decent stand-up boxer. Rosario was a level above him. Harry was open for right hands and Edwin had an excellent right. Rosario by late stoppage.
Rosario early. Not because he was just so much better than Arroyo but because he came out gunning early and Arroyo started slowly and could be tagged early and often. His chin wasn't that terrific either, as evidenced when he hit the canvas in the second round against the featherfisted Terrence Alli. Rosario is not a storm he weathers.
Rosario would stop Arroyo in 5 rounds. Surprisingly. Harry was from the same town as Ray Mancini if I am not mistaken.

Rosario by TKO. A good fighter (Arroyo) vs. a great fighter (Rosario). Rosario's lifestyle eventually caught up with him in the ring to a certain extent, but only the very best beat a prime, healthy Rosario.
you think he was great? Hall of fame for sure, but some fights he just caved in.. Ramirez 2,, Chavez,,, and the fight when he won the 140 title over Garza,, he was beaten by that Japanese fighter in I think one round. He was hot and cold. He relied on power too much, where he had such great counterpunching skills. Bramble he destroyed, and that fight took him just a little while to start to outjab Bramble and land the left uppercut, which started the whole thing. in round 2.
By specifying "healthy" I meant specifically when his hands weren't injured or when the drugs weren't controlling his life. Chavez was close to prime while Rosario was already "hot and cold" mostly due to his outside the ring issues. The loss to Hiranaka was undoubtedly due to the fact that by that point in his life he was no longer a boxer who dabbled in drugs, but instead a drug addict who dabbled in boxing. In a weird way, I feel like Rosario was something of an underachiever despite the fact that he was a 4 time champion. His own worst enemy really.
He was an underachiever yet not by much. His weaknesses were what caused his losses. The way he demolished Bramble a top fighter was impressive, although even he said a straight up fighter like Bramble who does not move back he would easily beat, and he did. But that was a demolition. His power was so effective because Bramble blocked punches but was hit around the gloves by the hooks of Rosario. I loved watching that fight. Chavez? That fight surprised me because Chavez looked bigger than Rosario in that fight and pretty much bulled him around. Some can blame dehydration for that loss, but he just was not at that Chavez level. I would have loved to have seen Rosario vs. Roger Mayweather.
