Only in terms of the Whyte fight, Graham like Chisora was aggressively beating Julian Jackson who was a pwerful puncher like Whyte, both of them got caught staying on the center line and being knocked out by one beautiful punch. Chis has never lost to anyone even close to the level of McCallum though and Graham only lost that one by split decision.
Chisora fought in an era where the whole world could compete though, graham never fought a ex sovet fighter in his life

He's been unlucky in a couple of bouts (Helenius and Whyte) and just plain lazy in others (Kabayel). He's not someone who dominates everyone and suddenly gets knocked out at the last second. He's a tough, seasoned veteran who wins some and loses some. Cunningham has more of a claim to being a HW Herol Graham.

chisora is a journeyman who was artificially given exposure by the Klitschkos using him for another soft defence. In any era except this one hes just a spirited top twentier. Graham was a top contender in his prime.
A decent, tough seasoned pro who is comfortably outside the elite category but still game and dangerous. He was unlucky in the Whyte fights (first with decision and second being about even but taking a demon shot that could put anyone out). I'd like to see a fully fit and focussed Delboy fight Joe Parker, because I think they're about the same level.
