He is a tough out for any of them and would be a favorite over anyone outside of the top 5. So yeah he is still hanging around as a top guy.

Yes I would, but that is off of his last few fights. The quality of fighters today is not too great. It is easier to be a top fighter now then some years ago. It is hard to know what he really has. A fight against Garcia (either one) would prove a lot.

If he does that, he is a top welterweight then. Because they are top welterweights, or at least Danny is. Mikey is also. I think Mikey would do ok with other welterweights. Spence was a bad style for him. He was quicker and puncher harder and southpaw. 3 strikes against him. Sometimes seeing the fights does change your opinion. You have to see how they do against the top fighters to know if they are the real deal. That is for sure. Believe me. I think Mikey wins a title at welterweight someday if he does not have to fight Spence or Crawford.
