I reckon Rivas or Jenning will be lined up as next opponent. If Fury comes through that fight then hopefully Arum is telling the truth that he make either the AJ or Wilder fight after that.

Safe? Let's be honest, is there a HW outside of Joshua or Wilder that poses very much of a threat to Fury?

Maybe, so far in his career Fury only fought ancient Wlad, C tier Chisora and B tier Wilder. Did he even defeat anybody in top 5 except for a 40 year fighter? No. Did he at least beat a number of top 10 fighters consistently? No.

Then why did you label the thread as "safest opponents" rather than "opponents" or "match ups" ?

Seems liked you've posed a loaded question.

Objectively, what HWs do you think beat Fury?

Not sure, but the only prime top 10 HW he fought was Wilder and he almost KOed Fury.
If Fury fought more often and higher level of competition we would know what he is capable of.
AJ for example fought Takam, Parker, Povetkin, Breazeale, Whyte and Martin already.

Fury is rated as the second best heavyweight in the world so as long as he picks from 3 and below he should be ok.

Out of curiosity, what HW's are in your A tier?

Fury very likely won 9 to 10 rounds of his fight vs. Wilder. Both rounds he was knocked down in, he ended the round stronger than Wilder.

Fury would be a nightmare stylistically for Takam, (a 6'0 defensive fighter vs. a 6/9 mobile fighter that throws combinations)
Parker struggled mightily with the movement of the lesser Fury, How would he handle the more mobile higher level one?
Povetkin would've been a good fight but ultimately he beat the man that Povetkin couldn't.
Breazale was getting beaten pillar to post by Mansour until Mansour bit his own tongue off accidentally.
Whyte went life and death (recently) with somebody Fury dominated twice (an undefeated version)
    Martin? C'mon dude..........

Every single person Joshua has beaten I would pick Fury to beat as well. Fury also arguably has a better win over the best person on Joshua's resume.

He is a favourite to beat them all, but officially he didn't beat anybody except for a 40 year old grandpa and Chisora. Now, he is fighting Swartz instead of enhancing his legacy.
At this point his resume is paper poor.
