Most people think he is. It's one thing to face tough competition. Pacquiao's prime was from 2003-2009. And he fought a lot of tough guys. And rose up all the way to Welterweight and fought many guys in or close to their prime. He fought Barrera, Marquez, Morales and Cotto during that time. Very, very, very, very high level fighters. Now it's one thing if Pacquiao had just lost to all those guys and couldn't beat any of them. Then he would be known as a guy who fought so many top level guys, but couldn't win. But he destroyed Barrera, he destroyed Cotto. He beat Marquez and he lost to Morales in a close and competitive fight. The only guy who could beat Pacquiao in his prime was Erik Morales. It's not like he lost to Marquez, Cotto and Barrera. He beat those guys. Something that people tend to ignore. Pac won almost all the big fights in his prime.

Spence is fighting a guy who looked no better than Thurman in his last fight. Thurman got caught, but he dominated Lopez for 8-9 rounds. And he was out for 22 months. Thurman won his fight.
