Pac's reasoning for not wanting to do random blood testing with no cutoffs was a joke. He didn't want testing up to 21 days before the fight. He didnt want to move on those numbers so he pulled out of talks and ran off to fight clottey in Texas a state with a very lax commission and pbf fought shane. It was very suspicious. The giving blood makes me weak is not a legit excuse it was to try and duck testing. After the 1st negotiations fell through it was just bad blood on both sides until much later when they finally came to terms.

As far as VADA is concerned pbf was using USADA before conte made VADA what it is today USADA was the official us testing agency so he went with them.
