As for the Thurman fight, Thurman wasn't VADA-tested in the Danny Garcia or Shawn Porter fights. This leads me to believe that Thurman didn't want VADA testing and Pacquiao didn't care because he's confident enough that he will beat Thurman whether Thurman is using or not. Even Crawford never had Horn drunk and out on his feet and benefited from a ref stoppage. And Pacquiao fought a stronger Horn than Crawford. The Pacquiao fight was the last time Horn was able to make 147 safely.
