I wouldn't say finished. He just isn't (and never was) elite. He has a good all around skillset but doesn't do anything exceptional. I think he is capable of some upsets, but also the potential to get sparked by someone he should beat. He wouldn't beat the upper echelon of WW's- specifically Spence or Crawford. He really has a tough time with fighters who target the body. His movement would still make him a top 4 or 5 WW in the division but I can't see him ever being considered an elite WW. Too much time off and he's in his 30's now.
