    He is either waiting for a unification or hes moving up.
    The weight issue seems legit. He has been a featherweight his entire pro career.

    Valdez resume is rather lackluster, but far exceeds what Shakur has done. But Stevenson had beaten no one. The only reason he is getting a title shot is because he has been paying the WBO sanctioning fees(and TR are buddies with the WBO).
