There's more than 10 fighters with a solid case for top 10, it really depends who you include, I rank Wlad just outside the top 10, but there's a strong case for him being higher, likewise with Liston and Frazier. Some I'd pick outside that group are Max Schmeling, John L Sullivan, Max Baer, Ezzard Charles, Jersey Joe Walcott, Floyd Patterson, and Riddick Bowe. I'd probably include Dempsey in the top 10 if it was about how good a fighter looks, but ranking more on what they achieved, I agree top 20 is more appropriate.
No, Foreman had his share of shortcomings. Cutting off the ring is not one of them. Even in fights he lost (Ali and Young) he did briliant job stopping them from dancing and moving. He was one of the best ever in that aspect.
