The only boxers who have that mindset are likely part-time fighters with no prospects of making it big in the sport. If you want to succeed as a full time professional then sooner or later you need to get on the gear to compete with all the rest. If you refuse to do so, then at some point you're going to run into a fighter that you can't beat with technique and hard work alone, and find yourself steamrolled.

I suppose it's just possible that there are some super talented and hard working fighters out there who refuse to take PEDs of any description and still have a measure of success in the ring. I think the likelihood is slim though, and becomes slimmer the higher up the foodchain you go.

Yeah, you could make the same case for any natural cruiserweight that made a jump to heavyweight and was just as successful but it will always be viewed as suspicious.

What is all of this based on? The idea that everyone is already cheating?

No, it's based on the fact that we already know a good number of top levels fighters have been caught using, and since we know testing isn't anywhere near close to 100% accurate, the chances are high that if you compete at the highest level sooner or later you're going to encounter a juiced fighter. If that's the case then unless you're absolutely exceptional you're probably going to lose, or at least have a much harder time winning.

You basically argued against your own previous argument.
Yes, quite a few top level athletes(in any sport) get busted on a yearly basis.
Yes, PED testing is mostly playing catch up. But, there are systems in place to catch dirty fighters.

Having a harder time winning, or the prospect of ones opponent possibly cheating, doesn't mean that everyone will automatically cheat.
There are those to whom the health risks or getting caught are too big.

At the top of any sport, the stakes are higher and the likelyhood of more cheating is there. But it doesn't relegate everyone to cheating.
