To be fair, Moorer wasn't a top heavyweight for what I'd call "a long time". Bowe's planning and opponent schedule is an enigma that not even the greatest of minds can crack so there's no point in that one. Neither fought Byrd, Ibeabuchi or Foreman either. The 90s had alot of could have been fights. Imo the most talented heavyweight division ever It just so happens that it's also the generation who threw away their talent the most as well To give a definitive answer, I think it was a combination of Moorer not being a top heavyweight and the time of Lewis and Bowe combined with some dodging/lack of interest at play, perhaps at least on Bowe's end
Boxing politics for one. I would favor both Lewis and Bowe over Moorer but if you look at Lewis and Bowe's records you won't find a lot of southpaws. Moorer at his best would be a handful for those two.

It mostly comes down to Moorer was never a draw. Even at light heavy while he was knocking out everything in sight, it seemed like he did so in a boring way, if that’s possible. He didn’t make a big splash at heavy, although he was sometimes entertaining — apart from his shootout with Bert Cooper, he was kind of a hunt-and-peck type in sleepwalking his way to wins over Bonecrusher and Evander ... he just never looked like he wanted to be there, the anti-Mike Tyson when it came to passion for the game. So all of his bigger fights seemed to be of the opponent-carried-the-promotion variety, and at the same time he was a southpaw with some pop ... so who needs that if there’s no real upside?

I was a huge MM fan. For me it was timing. Turns pro in 1988. wins WBO LHW in 1988. few accomplished this feat. (note-WBO) was not considered a legit title. IMO it wouldn't be until Pacman & Cotto that people wanted to fight for that org. Defends belts up till 1990--Can't hold his weight, so he bypasses CW & is a HW l1991 Breaks out in HW in gr8 fashion with a much talked about back n forth battle with Alex Stewart. Holy just beat him & struggled bit, while Tyson walked thru him. 1991-1992 he is fighting to become ranked 1992. Tyson locked up. Meanwhile Bowe is gettin' BUSY! Pinklon Thomas, Bert Cooper, Tyrell Biggs, Tony Tubbs, Bruce Seldon & end of 91' he fights for a trinket belt, then the big Kahuna! Holyfield end of 92'. 2 defenses and loses to Holy. To which Moorer is now ranked top of the orgs, so Holy's 1st defense is none other than Michael Moorer! He wins early 1994, & his 1st defense is to Big George. 1994. I think 1995 would've been the best year to fight Bowe, cause mm fought just once that year. However, Bowe chose to fight for the WBO as well as 3 undefeated fighters in Donald, Hide & Gonzalez in a six month time span. Only to complete the trilogy with Holy in 1995. Bowe was done after that. 2 fights with Golota revealed how bad Bowe had slipped. He wouldn't fight again till 2004. So 1996 was a reborn era for Kronk who won a razor thin decision in Germany for the IBF belt. Botha 35-0 & Bean 26-0 were his mandatories, then he went for Holy's WBA belt, 1997 got smoked! & the 3rd belt WBC belonged to Lennox, but he had to get it back from his 1994 loss to McCll & then fights their (WBC) ranked fighters which was Mercer, Morrison in 1995-1996, gets belt back 1997 with 3 fights total that year Akinwande & Golota. When Moorer lost to Holy in 1997, he walked away till 2000 & would never again come close to ranking as a mandatory. With Lewis IMO same thing; timing. Moorer was winning when Lennox was losing, vice verse.
If they had , the results would be imo Lewis coldcocks Moorer with an uppercut from hell in 6 . Bowe steam s in to MM from the start , never giving him a chance .Moorer would try battling back but Bowe smashes his way thru his defense . Bowe by ko 5 .
Bowe held the WBO title and Lennox held the WBC title. Moorer held the WBA/IBF titles, then got KTFO by Old George. If Moorer had gotten by George and held the title for any reasonable length of time, he may have tried to unify. Of course, Lennox got KTFO by McCall around the same time Moorer lost to Foreman.
Both beat him up. Plenty of other HW s at that time probably would as well Mercer on a good night ? Bruno ? Morrison in a shoot out ?
