Western historians categorise decades as most of the general public do - for example the 1980s were 1980-1989 inclusive. It's not TECHNICALLY correct due to there being no year 0 and therefore the first decade of the common era being 9 years, but I don't think that's really a worry when we're talking about fighter of the decade. For the purposes of this, 2020-2029 inclusive is what 99% of people would expect it to refer to.
guess we're looking at two different things. I take it the year 0 example went over your head? So, Mr. we measure decades, Year 0001 to year 0010, is the first decade. 0011 to 0020, the next. If that already confused you... can't be more clear.
