No. The Hall of Fame is for famous people, whether or not they succeed in their field. Succeeding does help, but is not an automatic pass to enter the HoF. Pascal is not famous. His name doesn't resonate outside of the sport either. Butterbean has more chance to join the HoF than Pascal.

He is famous locally, but this topic is about the International Boxing Hall of Fame. And locally, the Hilton brothers are more famous than Jean Pascal. I think Eric Lucas is still remembered more vehemently. In my opinion Jean Pascal is as famous as Lucian Bute, surely not enough to enter the IBHOF.
If John Conteh isn't even in the hall of fame (he should be), Pascal should definitely not get in. Really solid fighter for a long time, a true warrior, but not on the level that warrants induction.
