    1. It doesn’t filter for welterweight fights only. They include the whole career.
    2. They award a lot of points for beating current and former titlists. He has a lot of that.

    Sugar Ray Robinson
    Henry Armstrong
    Sugar Ray Leonard
    Tommy Hearns
    Mickey Walker
    Oscar De La Hoya
    Floyd Mayweather Jnr.
    Charlie Burley
    Pernell Whittaker
    Barny Ross

Very tough to boil down to just 10 Welters. I have long argued that Henry Armstrong was the greatest pound for pound Fighter there has ever been but he is behind Robinson here as his best weight was probably Lightweight.

Under United States law, an unincorporated territory is an area controlled by the United States government that is not "incorporated" for the purposes of United States constitutional law. In unincorporated territories, the U.S. Constitution applies only partially. In the absence of an organic law, a territory is classified as unorganized. In unincorporated territories, "fundamental rights apply as a matter of law, but other constitutional rights are not available". Selected constitutional provisions apply, depending on congressional acts and judicial rulings according to U.S. constitutional practice, local tradition, and law.

I'm not quite seeing how this is relevant to this thread, but what do I know, I only made it.

Here's a novel suggestion, instead of typing out a load of absolute codswallop, why not spend the time making out a list of your top ten US mainland welter weights? I know its a rather "off the wall" proposition, but indulge me and give it a try.
Who knows you might find talking, debating, and discussing boxing on a boxing forum quite diverting?
If you think it's too radical an idea ,perhaps this site isn't for you?

Puerto Rico (Spanish for "Rich Port"; abbreviated PR), officially the Commonwealth of Puerto Rico (Spanish: Estado Libre Asociado de Puerto Rico, lit. "Free Associated State of Puerto Rico") and briefly called Porto Rico, is an unincorporated territory of the United States located in the northeast Caribbean Sea, approximately 1,000 miles (1,600 km) southeast of Miami, Florida.

I know what you were doing, I was suggesting that instead of taking all that trouble to look for a link and then copying it out verbatim, why not use your own thoughts to give an opinion, one that was requested in the OP?
