I met some people from India a few days ago who were here on vacation. I mentioned boxing and they immediately wanted to talk my head off about Amir Khan and how great he is and how Mayweather avoided him, etc. Everyone I’ve ever met from India or Pakistan (which to be honest is probably less than 15 people) have all seemed obsessed with Khan...almost to the point it kind of creeped me out a little.
If by "biggest" you mean the fighters that even the casualest of casual fans know and talk about, then Pacquiao, Canelo and (in the UK at least) Joshua. Not many casuals seem to know about Lomachenko. Mayweather is still talked about a lot t- Oops, didn't see you mentioned him. Yeah, it's definitely Selby.
