Pacquiao had a decent reason to. He was coming way up in weight, while Canelo was trying to force GGG to come down to 155 lbs. The problem with that is while Canelo was fighting at 154 lbs he would enter the ring at 172 lbs to 174lbs and when GGG fought at 160lbs he would come into the ring at 170 lbs most of the time. At GGG'S heaviest next day weight he was 173 lbs vs Rubio and Martrosyan. GGG never really had a size advantage, that's why HBO stopped showing Canelo's next day weight, because his fake excuses about needing to grow into the middleweight division were being exposed. To this day they still dont show his fight day weight because it can later be used against him. Golden boy and Canelo learned their lesson from that and were plenty embarrassed.

 

His victories over Jacobs and Fielding are deserved, but your point is well made. Every time he steps up to truly elite competition he loses close decisions and is bailed out by corrupt judging. He didn't need his paid judges in the Kovalev fight but I'm not sure that was on the level. I can't think of anyone who's been the beneficiary of so many high profile gift decisions. It seriously distorts the public record. Casuals now and fans in the future will think that Canelo was the equal of greats like Sugar Ray Leonard or possibly even Sugar Ray Robinson, when in reality he's only as good as Nino Benvenuti.

It’s not safe to limit the amount of weight a fighter can put on after the weigh in? Er really it’s stopping them from dehydrating themselves prior to the weigh in, it should be mandatory to have a cap on how much you can hydrate to add weight.
No hydration clause means a fighter can take their weight down to dangerous levels to come in the weight limit then hydrate for the fight.
Canelo does it to stack the odds in his favour but having a hydration clause is safer than not having one as there’s a limit to how far you can push your weight fluctuation.

But if one fighter is at the upper end of one weight class and another fighter is at the lower end of another weight class, you might think that it favours the heavier fighter but they are draining to make the weight and the lighter fighter is fighting at their prime fighting weight, then it would be more draining on the fighter with the weight advantage. But then again a fighter can be comfortable with hydrating for fights. The thing with catch weight is that it doesn’t necessarily mean that there’s no hydrating involved and even when hydrating is done by both fighters the heavier fighter doesn’t always have the advantage and hydration can still play apart in catch weight fights, but as we all know catch weights are rare as there’s enough weight category's for most fights to get made, and catch weights will never hold relevance to any division because they are catch weights, meaningful fights don’t and won’t happen at catch weight.
