The 1990’s was a very tight group of talent which was so dense that you had all time greats who went unnoticed.. within this deep pool of tremendous fighters you had a few who finished the decade very close in terms of their value to boxing history... To get to the point, I think Pernell Whitaker had a strong case to being the best fighter of that decade but Roy Jones and possibly a select few others are very close.

He didn`t have the power of a 154 fighter and didn`t have a better chin than Chavez so what is your point about his body being able to carry 154lbs what advantage would that give Whitaker at 147? He didn`t hit harder than Chavez and wouldn`t be able to take Chavez`s poer better than Julio could take Pea`s power, so what possible advantage would Whitaker have being able to climb to 154 where he didn`t even look that good anyway.
