In terms of h2h? Yes, I believe so. My list of h2h heavyweights usually goes something like: 1. Muhammad Ali 2. Larry Holmes 3. Joe Frazier 4. George Foreman 5. Kenny Norton Once Fury retires, I'll add him into the list at #4. Who knows though, there is always a possibility he could lose all his fights from here on out. It's almost 100% NOT gonna happen, but you never know. If he were to retire today, that's where I have him.

Imagine the light, skillful, strong & high stamina Joshua that rematched Ruiz vs prime Fury it won’t be no picnic
You can't judge a fighter's ceiling by his floor, and his ceiling is absolutely that high IMO. I know the resume isn't deep enough to warrant ATG rankings on achievement just yet, but I know an ATG talent when I see it. His mindset, ring IQ, and willpower is rare, and positively unprecedented in someone with his physical attributes. The only man that can take him down is Tyson Fury. As long as his genius doesn't cross in to madness and unravel what he's built himself in to, he won't lose. I want to see him notch some more big wins, but his best two wins involved ending long title reigns of ATG punchers as the visiting fighter. It's a hell of a start on the top end.
Ali, Lewis and maybe Foreman or Holmes. He already beat the best Klit. Can beat anybody now. Before that they were too small. That doesn't mean he couldn't screw up and lose to Wilder or Joshua.
Possibly. He beats the Holyfield's, Vitali's, Liston's ect. I'd pick Ali, Holmes, Lewis, Foreman, Tyson, Bowe Frazier, Louis and Sanders over him. I can't think of anyone else I'd make favourite. Even with them, I'm only adamant on 4 of them winning (Bowe, Ali, Holmes and Tyson), Fury could well beat the rest. That is off the eye test and styles, though. The reality is that he isn't actually more proven than Ike Ibeabuci yet. We need to let him fight Joshua, Usyk, and then a Whyte/Parker/Hunter.

It's a styles thing. Fury looked like a **** against the last big southpaw he fought and Wallin wasn't as accurate, fast or powerful as Sanders. Yeah sure, if Fury survived the first 4 rounds he'd win, but I think Sanders gets to him in a Wlad like performance. Whereas for Liston and Holyfield, Holyfield faltered whenever he faced a mover, and in his prime he never fought one like Fury. Fury showed vs Wlad he could take away a jab, and he's far quicker than Liston. He'd do a poor man's Ali imitation in that one, for mine.
Styles make fights, and resumes don't fight fights. The best style to beat Fury is an explosive puncher that starts fast and who can catch him cold IMO. If you don't check those boxes, I have a hard time seeing much hope in it. I wouldn't pick any of those three to win, but Sanders is the most dangerous of the three to pull the upset. Even then, he's only got a small window of rounds to do it. If it goes past 4, it's game over. Evander and Liston simply wouldn't have the right tools for the job.
