I'd say a 5 or 6, 7 in the best case scenario. He never fought any huge punchers in his era. If someone like Liston, Foreman, Tyson or Lewis hit him clean, they'd take him out with one shot.
This seems sensible, if you have to pick a number. You could identify two categories that were better, and still be able to distinguish between them. On the other hand, anything much less than 8, doesn't really square with the facts.

I gave him a 7. It was solid but he could be hurt and dropped. His recovery is closer to 10 though. Not many could come back from a knockdown and knock someone the **** out like the Bomber could and did.

If we're judging him by the standards of other Heavyweight greats I'd say about a 6. Maybe 7 absolute tops. Any higher than that and I think you're in danger of making his chin one of better strengths, which it wasn't. His chin was solid enough without being particularly good. Agree with what a few others have said: his powers of recovery once he'd been hurt or dropped were excellent.
None of the guys you mentioned hit as hard as Liston, Foreman, Tyson, Lewis. They weren't even close. Plus they wouldn't even last 1 round against them, 3 if they get very lucky.
Actually, I forgot about Lewis. He's another great mention. This is not as good when you factor that he lost more than Louis. This is not as good, as he lost to Holyfield, Douglas and Lewis. This is not as good. This is worse when you factor that he lost to Bowe twice, Moorer once and Lewis once. Some are, others are not. Louis also has better record against the best punchers.
Baer certainly hit closely to them in terms of power. Most of these fighters would last more than 3 rounds against other fighters you mentioned and they didn't last much with Louis anyway.
They could not hit as hard. Also, the major mistake a lot of people make when assessing someone's chin is to look at what big punchers he fought. That is not relevant at all unless the guy being assessed was also hit by those big punchers. Cause if he wasn't, then it don't count.
