Salido is the one who turned down offers . loma always wanted the rematch. https://www.google.com/amp/s/www.bo...ido-rejected-720k-offer-lomachenko-fight/amp/ Source
Salido knew he'd get embarassed in the rematch, now he can spend all of his life convincing himself he might be better than Loma, if they rematched and Loma inevitably embarassed him, nobody would care about the first fight.
Loma did send his manager to negotiate with Salido's camp several times and Salido priced him out every of each time. Salido was actually one of Loma's prime targets in 130 and the only one on the list that was not a titleholder. In 2017, Loma fought three guys : Sosa, Marriaga and Rigondeux. The reason why Loma fought Marriaga (and probably Rigo too) is because he couldn't secure a fight with Salido (and anybody else). Instead of accepting Loma's challenge for rematch in a title fight for a considerably big fees, Salido chose a non-title fight for much less money against Miguel Roman instead on the very same day Loma fought Rigondeux. It turned out to be his last professional fight ever and he got KO'ed.
playing devil's advocate, sounds a lot like delahoya-tito rematch. tito refused because he felt he should've got a bigger cut for a guy he already beat.
Salido was already older for a rematch there was no point since he already had popped his cherry and Loma wouldn't get enough credit for beating a older Salido
