Exactly this - it paints an incomplete picture of the division's history if you exclude fighters who were demonstrably great there. It becomes "the 50 greatest fighters (apart from some of the greatest fighters who also fought there)".

It's your list @George Crowcroft, but I do suggest you at least consider revising that parameter.

Duran is clearly better than Gans and Leonard. Whitaker is also a lot better.
    And where's FMJ ?

This is not H2H so no, Duran is not clearly better/greater than Gans and Leonard. He might be... but it is not clear.

But anyway, the top 3 fighters are pretty clear whatever the order and it's more about 16-50 in the list than 1-15.

Charley White, Richie Mitchell, Harlem Tommy Murphy, Joe Mandot, and Joe Shugrue are others to consider. Jesus, Lightweight is deep.

H2H is all I care about. And Duran would have beaten them both.

H2H isn't what I care about at all for this list. And it's my list.

Some obviously haven't read the criteria.

Unless I missed him, Mando Ramos is worth a place in your long list.

He's a tricky one at LW - put him too high and some will shout that you're doing a disservice to guys that by sheer dint of having spent longer than a cup of coffee there, accomplished far more. Put him too low, however, and you're denying what a h2h beast he was (IMO that was his peak weight, as far as phenomenal destructive ability).
