A performance enhancing drug and a steroid are not the same. Some PED´s just aren´t that big of a deal, but have been banned for different reasons.

Ortiz failed a drug test later on in 2017 and it was Stiverne who was the replacement for Ortiz in late 2017. WBC fined Ortiz but despite failing a test they allowed him to fight Wilder in early 2018.
