The huge issue is that Ortiz never beat fighters as good as Huck or Chagaev, he'll only be remembered for losing since the best guy he ever beat was Jennings, who has lost to a fighter by KO, who's rated generally around 20-15.
Jennings was top 5 when Ortiz beat him. He had beaten Perez who was top ten, undefeated Spilzka, and lost 4-8 against Wlad which was better than the rest of the bunch. He was hotter than Chagaev at the time and Huck wasn’t a heavyweight.
On Boxrec annuals 2013, with no real fights between the end of 2013 and Wladimir, he was ranked 10. Check for yourself. He was rated like 15 when Ortiz beat him, and that's Ortiz's best win. Povetkin beat multiple top five opponents.
They fought on 12-19-15. He finished 2014 as the number 5 in the Ring. He acquitted himself well against Wlad and would’ve basically maintained his ranking. He was 8 for the annual in 2015. Regardless, he was at his peak against Ortiz and had great experience after getting through the Wlad fight intact. Edit: You’re looking at the wrong year.
No I'm not, 2013 was the only year that Jennings was ranked in the top 10, he was never rated top 10 again after this, and for good reason, he didn't fight "anybody" in between 2013 and Wladimir Klitschko. Look at BoxRec annuals for yourself.

He beat four titlists, some in shocking fashion, so there is no argument to be made against him being good enough.
Apples and oranges, Boxrec and The Ring. No need for apologies, you're both right. Personally I think Ortiz shouldn't even be in this discussion, his win over Jennings is literally his only good one. Impressive because of the stoppage, but it was Vlad's leftovers.
