I’d say some are naturally more gifted then others with dexterous fleet feet; however, footwork is definitely something that can be worked on & improved.

Not only. With proper position and approach for this I had better time for second run than with not proper approach there for first run. like if there 100m distance. To adjust position is very important in football, basketball, all combat arts and almost all non combat sports.

Almost every fighter would benefit more from greater consistency and better timing/balance in their movement instead of more speed. Not too many KOs happen when someone is coming in and out at angles with head movement, it's when they're moving straight in/out or off balance that they lose.
People that are fast at sprinting have longer legs, longer heels and proper center of gravity, smaller calves, smaller torso, protruding buttocks. Movement in the ring is a combination of weight, height, skills and agility. You can be slow at sprinting but be better at moving around the ring than your superior at The 100m dash.
