What do you mean by neutral venue? Both men are British. Wherever the bout takes place would therefore be a neutral venue, unless we go down the ethnicity trail.
It is well known that AJ doesn’t want the fight in the USA because Fury has more support there. Whereas Fury doesn’t want the fight in London because AJ has more support there. So a neutral venue is where both have even support and no advantage
Fury v Wallinn sold 3500 tickets at a 20k arena. I'm not sure the PPV figures were ever released, meaning they were horrible. Not a great deal of support at all then really.
