Joe Louis if you mean "dominating over the division." Wladimir Klitschko if you mean "more dominating over the opposition he had in the ring with him while he was champion."
Joe Louis. He reigned as THE ultimate undisputed heavyweight champion of the world for 12 years! Wladimir won a part of it, and he managed to do so because the other great fighter of his era, big brother Vitali didn't want to beat up little brother Wladimir.
IMHO: Easily Joe Louis. Wladimir defended The World Heavyweight title successfully 11 times in 6 years, with 7 knockouts. Joe did it 25 times, in 12 years, with 21 knockouts. If my numbers are off, I'm sure they're at least very close. When younger, I could recite such things from memory, including names and results. And now? Not so much.
This probably decides it for me. I respect the brothers for placing family wishes over money; I wouldn't want to fight my brother either. But the fact remains the other best guy out there never fought him. Louis had no such luxury.
The great Joe Louis, he defended his title 25 times from 1937-1949. He fought the best available challengers from his era. I know that maybe his challengers do not measure up to the younger posters but again realistically, you can only fight what is available in your era. He retired with his title in 1949, unlike Klitchko, who lost to Tyson Fury.

Louis had a lot of weak defenses: 1. Harry Thomas 2. Jack Roper 3. Galento 4. Paycheck 5. Al McCoy 6. Gus Dorazio 7. Tony Musto 8. 3-3 Johnny Davis Wach is the only guy who I'd truly class as poor defense for Wlad during his run. The answer is still Louis if you're talking about dominating an era. Wlad was more dominant in ring during his best years and against better oppoenents on average.
His dominance in the ring is question-marked because of illegal fouling and tampering of ring canvases to give him an advantage. He also held ridiculous size advantages over many opponents , example bellow. No, just showed you're an idiot. How was Wach worse than JMM, Pianeta, Leapai, or Thompson? How are none of them considered poor defences for Wlad?
That Leapai fight was awful. Really embarrassing. Nothing wrong with fighting Thompson though, Thompson was one of the few guys to outland him.
