You might not recognize him as the top threat at welter but many would. Regardless of resume, which includes utter dominance over a fighter Pac lost too in Horn, he requires a win versus Crawford to get the top spot.

I don’t know though I feel like asking Manny to beat Crawford and Spence to secure p4p number one is just unfair and akin to asking Canelo to beat Bivol and Beterbiev to be p4p 1. I get that he’s been more active and all that recently but Spence is way better than any of Nelo’s wins barring GGG.
There's a case for it. But right now many people believe P4P is Canelo. Some even say Bud. Him beating Spence doesn't prove he's better than Bud or Canelo so I would say no.
Billy Joe is arguably a more difficult puzzle albeit the size of the beast and Bivol. I have to mention Canelo likely would campaign at a weight lower than LHW in normal circumstances. Hard to make the juxtaposition with all things considered and the dynamic in which Canelo is in now, he fights across several different weight classes and Pac has been pretty consistent with his WW crusade.
Let's unpack this. Why does Pac have to beat Crawford to ascend to the top of the P4P list? Pac already has the better single win than anyone on Crawford's resume (and I'm just talking about HIS last 3 fights). If he beats Spence, he has a win over a guy whose resume is far superior to Crawford's with scalps like Mikey, Porter, and Danny. Make it make sense.
Beating Mikey was like Loma beating Rigondeaux. Big name but he was 2 divisions removed so not much credit. Loma, at least, made Rigondeaux quit. Porter and Garcia. Enough said. Not really a great resume is it? I criticize Bud's resume too but let's not pretend Spence's resume is that much better. Everyone is hying Spence just in case Pac wins. The fanboys will go crazy here.
How about KOing Horn who Pac had a hard time with and lost to (officially)? So how does beating Spence prove he's better than Crawford again?
Man, don't even come at me with the Horn fight. Horn roughed up Manny, sure. But literally from illegal clinching, headlocks, armlocks, elbows, a body slam, and an attempted lacing. He got is some decent shots, sure, but didn't hurt Pac. Horn was drained to oblivion by the time he fought Crawford. That's why he jumped up to 160 for his next fight. Pac would KO every single opponent on Bud's resume. Even Postol, the guy Crawford couldn't KO. Horn should have been a KO, but Pac's energy was sapped from all the dirty tactics from Horn. And Pac wouldn't be getting lit up by shot Brook or dropped by EK. Oh, and Pac would annihilate and wouldn't lose a single round to Gamboa.

Um, okay. P4P is about ability and not resume, right? So Berlanga should be the P4P #1 because he's KO'd every single opponent in the first round except 1 guy. Oh right, he's not on ANYONE'S list. I wonder why.
