    As voted by a five-member panel (Futch/Dundee/Clancy/Duva/Chargin) of experts assembled by Associated Press. First-place votes are in parenthesis; points based on 10 points for a first-place vote down to one point for a 10th-place vote. When a division has five selections, a first-place vote is worth five points.

    I'm surprised at no Flash Elorde (who actually beat the listed Saddler at 130lbs). Also surprised they didn't mention Benny Bass. Mayweather deserves a mention for modern fighters, as does Brian Mitchell due to the number of defences made. Other good fighters as well, such as Shibata, Escalera and Vilaflor. For a junior division, 130lbs is decently deep and goes far back. This list could've been 10 places long. What criteria was the voting of fighters actually based on, if any? The list isn't bad, though.

    The criteria wasn't explained unfortunately. I'll dig deeper tho in the next day or two. I imagine it was parts of everything going by the lists. Probably even historical impact for some choices.
