I believe the rope was made for a different sized ring, that was terrible planning, not that Dundee further loosened it. Dundee seemed not to favor Ali's strategy-until it worked. The diuretics were given to Ali by one Dr. Ali took them like candy: they were a large performance DE-enhancer. When some of the biggest upsets happened, excuses were made immediately, his trainers left them, their shoes were too big, the ropes were hanging, Ha, Ha, Lol. You are right. Ali was lucky the punch came at the end of the round. Ali's camp did cheat by giving him smelling salts. Dundee did enlarge a tear in Ali's glove, but it's hard to say how much time that bought Ali. Cooper was not a proper HW size wise, but he was a decent boxer with good punching power for his size. He had a great left hook, and Ali was vulnerable to that punch all his career.

What? It's not new. It's 46 years old. Dundee is on record as paying off referee Zack Clayton to "protect" Ali. He said he gave him money to "stop the fight" if Ali was taking too many punches. I never heard of bribing a referee to stop your fighter if the other guy hurt him. Instead, Clayton counted to eight and stopped the fight with George staring him in the eye.
