135 - Teofimo Lopez (although we need a rematch with him and Lomachenko)
130 - Oscar Valdez
126 - Gary Russell Jr
And i dont care for JFW

But those versions of the fighters you listed at lightweight would get destroyed by Lopez and dissected by Lomachenko. Their sloppy and rudimentary compared to modern elite fighters. Im not some guy who has a bias against past fighters because i can tell whos skilled enough to compete with or destroy modern fighters.

Fighters like SRR would. He was a monster and i can tell just based on film in addition to his resume. He would destroy every welterweight in modern times. Others like Ike Williams, Jake LaMotta, Kid Gavilan, Carlos Ortiz etc could be world champions today just as SRR would.

Langford ? Gans ? Etc ? No. Benny Leonard looks decently skilled at LW but if you get a time machine and put Teofimo Lopez or prime Pernell Whitaker or prime Floyd Mayweather or prime De La Hoya in the ring with Leonard in the early 1900s I'd favor them to severely outclass him. Although realistically times were different back then, different rules, glove material, etc. So it would be somewhat hard to imagine that
