Refs and Judges are biased the world over. In their local boxing community/country, they know who has influence and which outcome (boxer winning) is best for business. They need to keep the local mafia on side if they want to work. This means swaying things as much as possible.

You often see a local fighter land a small soft flurry, ref steps in, stops the fight, hugs the foreign fighter he just screwed over pretending he was protecting him.

Flip side, local fighter gets every opportunity to get back into a fight before it's stopped. Often a foreign fighter literally has to KO a local fighter to win. If they are on their feet at the end of a fight, they will get the decision
