Gabriel Rosado is still an active fighter, i wont call him great, because great boxers always get title unless something tragic happens in their career, but he is much better than some champions.
Depends what you mean by champion. I mean presumably, you're counting all beltholders? Sam Langford held a belt. It was embarrassingly named, but he and Wills fought a damn sight harder than a typical modern IBF "champ".
