You can use an IV to mask drugs, with other lesser drugs. That's obvious. Well done.
Athletes that have EPO support, or a full anabolic cycle and could very well use an IV to mask a steroid with a more excusable solution, such as clen. In Canelos case, the Mexican beef story fits perfectly.

You cannot simply flush PEDs out of your body with an IV. If you understood how drugs enter the body and distribute throughout the body, you would understand that. Again, I understand you have no knowledge of steroids or how they work, but don't embarrass yourself - again. Take it from someone that has used PEDs. You're wrong.

There are 3 different types of IV - crystalloids, colloids and blood/blood subs.
I suggest you read up on them to understand how they work and why athletes use them.
