No, he would have brought that up post fight and people would have taken that as an excuse. It would have put a dark cloud over the outcome in the case pac won. Its a good think spence pulled out that way theres no excuses.
I'm intrigued that up to now, no medical professional has signed a medical document of any sort stating the kind and degree of injury that Spence has, or had. If you ask me, the most likely scenario is they just didn't think they can beat Pac at his current (monstrous) form and Spence had sh%tty camp. They looked for someone to find the slightest injury, found it, blew it out of proportion to buy themselves time and restart camp. That's the most impartial story I can think of. But really, no matter how you look at it, it's a duck. There should be a rule in boxing that pulling out of a fight this close to the scheduled event should default to a forfeited fight and Spence should lose both belts to Pac. In other sports if you don't appear in a scheduled match, you automatically lose that match.
