Heres a look at the Ring Magazine top 20 heavyweight fighters of all time.
https://www.ringtv.com/488242-ring-greatest-heavyweight-time/

While one can debate Ali being top, and Louis being second, the real travesty here is Jack Johnson being rated No. 3, Rocky being No. 4, along with such r*tardation as John L. being 14, Jeffries being 15, Bob Fitzsimmons even being on the list whatsoever etc. The Legendary Jack Johnson, slayer of middleweights and the elderly, ducker of virtually all top contenders is somehow above the likes of Foreman, Tyson, Tunney, Lennox Lewis, Liston, Dempsey, Frazier, and freaking LARRY HOLMES. Rocky, while a "fair" champion, who never ducked out on anyone, still shouldn't be above any of the fore-mentioned names besides perhaps Johnson himself, at least he beat Ezzard while both were close in age, what good prime heavyweight did Johnson beat?

Moral of the story, Ring Magazine Should be put out of its misery.

Foreman would murder Klitschko. Even the old fat Foreman from the 90s could take him out in 6 rounds.

It is not a bad list
Wlad is too high on your list and Lewis is not Top 3. The rest is OK

Stop dreaming. 90s Foreman couldn't even take out Morrison, let alone someone like the K brothers, especially Vitali.

On reconsidering, I think Liston, Frazier and Dempsey give Johnson little room on my top 10 list. That said your 13 will probably constitute most of anybody's top 10 lists.

The slayer of middleweights.
Slayer of LHWs.
Foreman's second career was carefully protected.
Arum bribed the IBF so that Foreman would have to face Axel Schulz, a no hoper from Germany. Foreman couldn't even knock Schulz out, he got outboxed badly then the judges had to rob the German.

But ofc Foreman knocks everyone out... Classic Boxing logic.
Liston does not have a great resume.

What do you mean stop dreaming? Its pretty much a provable fact that Comeback Foreman would demolish Wladimir Klitschko because nobody who goes life and death with Sam Peter is surviving the onslaught that Foreman brings.
WK is too involved and too huggy up close. He spends way too much time holding on and clinching. You don't beat Foreman that way especially when you have a glass chin and fragile mental state.

Vitali does much better against Foreman because he can box and move on the back foot. He beats the Foreman who lost to Morrison , but early comeback Foreman is 50-50.
Foreman who fought Morrison was 6 years older than when he made his comeback. Lewis was just one year younger than early comeback Foreman when he beat Vitali.
87-91 Foreman is visibly faster and more nimble than 03 Lewis
