Burley was the best. After that it gets pretty sketchy and you'd have to work extremely hard to prove certain things.
I have always felt like the Kid and Holman could fight him for that spot. But I need to do more research to be confident.

The fight in which they were thrown out was being dominated by Burley and he suffered an injury in another, a fight he was dominating but where he dropped every round after the injury. So if you're looking for tiebreaks to settle their head to head, there are a couple.
Absolutely no denying that at all. Holman was probably the best pure boxer and defensive master but he lacked power. Burley would drop HW in the gym and was the whole package that's why I believe most rate him at the top spot
Holman did box shy of power, but he hit pretty hard before his hands started to crumble. Some bad luck that.
Marshall was the Best! Williams & Burley a toss up. Jack Chase from my understanding was a good and dangerous fighter.
Burley and Booker 1/2 imo maybe Marshall after that then it’s very argumentative over the last of em. Booker is a guy that I’ve seen almost nothing about on this forum. But his record is impressive.
I actually would put Holman number one, even in the series with Burley and overall has a better resume than him also wins over Marshall although he really struggled with Cocoa Kid. Holman, Burley and Marshall in that order. Booker could have been the highest had his career not been so short.
