I m roys biggest fan...but think you have to go with pacman. Roys last good win was back in 2003. Whereas pacman was still getting good wins last year against thurman etc. His longetivities been incredible...think the boy he fought the other month was a bad match up for him as well...reckon he could still beat a couple of half decent names although it is time to retire. Even just looking at cv,s...pacmans ones littered with massive names...marquez, barrera, morales, floyd etc etc. He fought the higher competition more consistantly. Although what i will say is roy was a god given talent...whereas pacman had to work and did work incredibly hard to get to where he got to. Both incredible fighters. Roy had more talent...pacman had the better careers probablyfair to say.

Roy is very definitely top 30. If he'd retired on his 35 the birthday with a 49-0 record (yes, I know about the DQ), we would be discussing where he belonged in the top 10. History doesn't judge Ali on Holmes and Berbick nor Mike Tyson on Williams and McBride. I have Jones in the 11-15 range, and I expect in the years ahead, he will receive more favourable judgment.
Hand on heart, despite the huge weight disparity between them, I don't think any version of Roy could beat Manny. I just don't have enough faith in Roy's chin to be able to withstand that vicious southpaw backhand of Manny's. Unlike all those sloths and binmen Roy forged a career against Manny possesses the speed and skill to land on Roy and it's hardly the best kept secret that when you touched that chin of Roy's he invariably ended up on his front or back taking a long snooze. But in terms of who ranks higher on the ATG list? Well, even those who feel that Roy is an ATG know that they're both at different ends of the spectrum in that regard and Manny's not the one who's looking up at him.
Forget about comparative ATG ranking, that's boring. I want to see them headline a Triller card next year in a 163lb catchweight exhibition!
Lets be honest with ourselves. Benn and Collins SAID they wanted to fight Roy but did they? Roy would have blown Nigel out in 3 rounds tops. And Collins would have been battered from pillar to pillar and he MIGHT see the final bell. Collins was getting beaten up by Reggie Johnson who is a fine boxer in hos own right but is not in Roys league as evidenced when they were matched up. And he struggled with a past his prime Eubank. So stop the BS about how he could have even remotely had a chance with Roy. Your talking 2 or 3 levels that Roy was above him in EVERY department. Benn would have gotten cracked because Roys speed would have been something he had never seen.
Prime Roy (1994 - 1998, ) absolutely massacres prime Pac (2006 - 2010). Too much size difference and too good. But make it 160 and have both as they will be in early 2022 and Pac wins this fairly easily. One still has something left and the other is shot. And Roy might well pass away in the lead-up to such a bout, due to heroic but unhealthy efforts to return to the weight of his youth.
Most of this is true, but it doesn't alter the fact that Roy ducked both. IMO, had he fought them, he would have badly embarrassed both of them ...on the same evening ! But he had his reasons for declining.
As it is, they're 3° (Pac -> DLH -> B-Hop -> RJJ -> Tyson) ...I believe. Unless someone can find a shorter connecting path?
