If Briggs were really this psychotic & unfair & the sheer volume meant Briggs could triumph in harassment, the problem is all those restraining orders would prevent fights.

In a division of Briggses, this kind of harassment is probably considered normal; just another part of the game that you sign up for. The police would shake their heads and conclude that Ali had only himself to blame.
