Yep, P4P is nothing more than a popularity contest Kazuto Ioka is a 4-division champion, with titles in more divisions than most active boxers today. But he rarely gets included on P4P lists, and if he does it’s near the very bottom, because he’s an unknown little Japanese guy P4P is barely worth thinking about
Sugar Nikolai Valuev is still the top P4P fighter in my opinion. All these other guys are too little for him.
Fun fact: 18 consecutive title defence Wlad was "P4P" number 2 (behind 104-114 lbs Roman Gonzalez, who went on to comprehensively lose twice to an unknown 20-1 underdog: an anomaly in the higher weight classes) when Fury pitched a shutout against him in his backyard, causing Wlad to be removed from the "P4P" list altogether! A lot of fighters take it seriously though and if you believe that your opponent is this ultra-elite "P4P" fighter then it can potentially be intimidating. Usyk's "P4P" status was likely one of the many factors that had AJ shook.
The problem is it's a bit of a nebulous term as it means slightly different thing to different people. I would place people like Usyk or Loma well above Bud as although he is very good his resume is pretty weak but that's just my opinion.
P4P is just so the little boys can feel big, its all subjective nonsense. If you've won all the belts in the division you should be forced to move up, no one should ever move down or if they do, they should be forced to box in a pink tutu. Theres only one true king, and thats the unified undisputed HW champ (when he is finally crowned)

The whole idea of P4P is meaningless, nothing more than an opinion. Real rankings of fighters are decided in the ring, period.
