Yes they do, only a certain group of people don't think usyk is impressive. Mostly out of pure jealousy. They have a bias against eastern european athletes both in boxing and in basketball. It is what it is.

if Fury was shrunk down to welterweight would he beat Crawford or Spence? That is the point of P4P lists. Fury's style is all about being bigger which is the opposite of the criteria needed to be on a P4P list. Heavyweights generally have no place in P4P lists, except for special cases such as Usyk.
Fury has serious skills, he's not just "big". Very few heavies can move like fury, go 12 rounds like fury, switch hit like fury, counter punch like fury, move on the ropes like fury. That being said, I do agree he doesn't belong on a p4p list. Usyk does though because he moved up from CW.
Espn's rankings are crappola. Those boys are extremely biased. Usyk is #1or #2 easy. He cleared out CW fighting on the road and has taken nearly all the HW belts in his huge upset of Joshua. You better believe if Usyk was from the USA he'd be #1 and these ESPN homies would be licking his ass at every opportunity. He'd be glorified as an ATG.
Different ways to consider P4P, they aren't transferring spots since they got burned annointing Teofimo as a top P4P guy after the Loma win. I can easily see how Canelo is above Bivol because he has close to as many fights against champions as Bivol has fights total. But if you make a depth of record argument for Canelo over Bivol, how is Errol Spence above Canelo? A lot of the lesser PBC WW contenders Spence fought are in the same ballpark as the SMW beltholders Canelo dispatched. If you count the win in GGG 2 I consider that better than the Porter win (also very close). KOing Kovalev is better than KOing Ugas. Then Canelo has all this other stuff he's done. But if you're going on the eye test, a lot of the list makes no sense. But I'm guessing it was like Mission Control when the eagle landed after they finally got to put Crawford on top and not have that be what people hate most. Have you seen the ring ratings recently, you know the bible of boxing and not some mainstream publishing organization with the goal to apply to the casuals?
And Fury’s only notable win in the last half a decade is over a guy who he outweighed by 40lbs, which goes against the most basic point of p4p rankings. He doesn’t deserve a p4p ranking unless he truly cleans out the division. Also, Crawford and Inoue is one thing but having Spence over Usyk is beyond ridicuolus.
