Kazuto is currently a 4 division champion who was unified at 105, he also recently (within the past year) dispatched unbeaten three division on the cusp of pound for pound Kosei Tanaka in 8. If he wins against Ancajas he will have been unified in two divisions, with a record of 19-2 in title fights, with most feeling he should be at least 20-1 and many feeling he should be 21-0.
Ioka is very good but I think he needs a few more quality wins to top Masao Oba, Hiroshi Kobayashi or Fighting Harada
Oba only had five title fights and only won one title, he also lost twice outside of title fights. I think he's overrated due to his unfortunate early death. Similar story with Kobayashi, one division champion, though he was undisputed. Went 5-1-1 in title fights and lost a bunch during his prime to relative unknowns. Fighting Harada is obvously an ATG and imo is the only real argument against Ioka.
I want to see Inoue fight an A tier fighter below 35 as much as just about anybody. I think his H2H dominance level hasn't been seen otherwise this century. He just isn't at that level resume or accomplishment wise yet, though.
