If you question is about Wilder being the mandatory:

Stiverne was forced to fight Wilder as a mandatory. Stiverne was trying to make the undisputed fight with W. Klitschko. WBC said they would strip him if he didn't fight Wilder. Then after getting the title Finkel put an end to any idea of a Klitschko fight.​

If your question is about people mandated to fight Wilder:

Wilder was never forced to fight a mandatory. Stiverne was paid step aside money to allow Ortiz to fight Wilder, then Ortiz failed a drug test and they drafted in Stiverne and called it his first mandatory.
Then when Fury didn't sign up for fight 2, then drafted in Breazeale and called it his second mandatory.​

So no, Wilder was never ordered to fight a mandatory to same way Stiverne and now Fury have been.

 

Fury's heart aint in it. He wants big fights or easy fights. Anything in between unmotivates him.

I agree. It just seems like a baffling attempt to clutch at straws in order to present Fury vs Whyte as a 50-50 fight and give Whyte some sort of chance of landing the left hook, knocking Fury down and keeping him down.

 

Whyte is also shorter than Joshua, and with a shorter reach than Joshua. Look how that turned out for Whyte when they fought.

It's not hard to understand. It's a weak era, none of the top name HWs stand out with great records, but someone still has to be #1.

 

Fury's height, ability and size gives any of the greats issues. I'm not saying he is some sort of unbeatable force, but you are not giving him enough credit.

 

I am giving him credit. He's the best around at the moment. I'm just saying his record is lacking in number of impressive names. That's not really his fault, there are few impressive names around these days. Usyk is probably the only guy who'd add much to his record, if they fight on 2022. Or AJ (if AJ beats Usyk), depending whether Fury beats him as severely as Ruiz and Usyk did. Guys like Ruiz and Parker and Joyce add little. Whyte would add almost nothing.
