Well if he really wants to officicially beat Foreman's record, Wlad should be forced to earn his title shot ala Foreman.
I reckon even ancient Wlad could mop up the lower tiers of the division. The top 4-5 guys might be difficult though, let's be realistic.
Considering W. Klitschko's marquee win is that over a pathetic David Haye, and has been sparked by mediocre opposition, there is absolutely no way that he would beat a legitimate top guy today. He's already lost to two of them and he was much younger.

Don't think there's much to see here. Old guy keeping in shape and say what you want about Wlad he was always in shape. He could still probably beat some lower guys. Someone like Kowanick would eat a jab all night and probably get clubbed to a KO loss but Wlad's 45 his career his done. Best leave it that way.
Or he can use bribes. Foreman certainly benefitted. I am curious, by your standard have there been any decent HW victories in the last 15 years?
Ortiz is unofficially only 3 years younger than Wlad and about to put one of the recent champs to sleep in a few weeks.
He should fight against some other veteran like Ortiz, Arreola, Takam or Chisora. If he does well and wins then try one more title shot to break George Foreman record.
Briggs do a Sanders on Wlad?? You would get long odds on such a bet and likely lose your small bet. If it's a real fight, I wouldn't be surprised if Wlad stopped Briggs. Briggs is funny but shows signs of brain damage.
No for people like him most of the good HW bouts were in the 70s (CW to small HW) to mid 90s. You know the era before L Lewis, East Euro, and Brit HWs started taking over I think you understand that viewpoint
