I'm gonna say Gerry Cooney. Despite being a giant, I find it weird how he could't outmuscle or break out of S.T. Gordon's clinches.

Some just don't like it and don't prepare for it. Look at Kovalev.

Me personally but I don't think that's what you're looking for.

.... You really can’t measure this with all the variables at play...

This is a misconception about physical strength in boxing.

how do you gage big fighters not being strong for their size? Compared to what?

Boxers who concentrate on boxing specific strengths are taught and prefer to conserve their energy in a clinch.

Relative to their sport, title level larger heavyweights don’t lack physical strength at all.

Some fighters use their physical strength in a clinch, and that is up to them.

A lot of weight lifters cannot punch at all. But they are enormously strong physically within a clinch. Which is actually illegal in boxing anyway.

But unusually heavy handed fighters like George Foreman were physically strong in a boxing specific sense, in that their arm punches were so heavy.

That is quite rare at top level.

usually boxing specific strengths is all that is required and often surpasses what the layman will regard as physical strong man level strength. Actual “strongest man” level strength is not even an asset in world level boxing.

    Detrimental if anything.

Visually. Foster vs Jones is another display of his lack of physical strength. My man couldn't even outmuscle him at all but he punch like mule.

Pretty much every big guy ever. If you're a heavyweight and cant bench 365 (preferably 405), squat 500, and pull 600 then you aren't strong.
