Why did Pacquiao refuse random drug testing for the Mayweather fight in 2010?

Arum in particular did not want this fight because of what Floyd did to him. Floyd tried to cut Arum out altogether - this is how the Cotto fight was made. Floyd was accused of ducking Cotto, he told him they could fight if he left Top Rank, he left, they fought - at 154 no less. No 147, no 144 or whatever it was. I’ve no doubt that Pacquiao himself is a warrior and he would fight Mayweather in a car park, but that smelled badly of Arum and it’s why Roach only came out with this years later because it didn’t matter any more, the fight was made. Bob realized he needed to cash his chips in. Pac was great but they were hyping him up by fighting Floyd’s leftovers at times and hoping the fans would buy into the triangle theory crap of ‘oh, Pac Ko’d Hatton much quicker than Mayweather and now he’s running lol!!!11’

There was post-fight video of Pac (I forget which, I know that makes it sound like something that Little Carmine from the Sopranos would say), he was asked who he wants next as a bait question with Floyd as the obvious answer - all he could say was ‘talk to my promoter, Bob Arum’. That suggests to me that Bob wasn’t ready to risk his cash cow yet. A fine business decision. I think Pac himself though fancied his chances, he’s a legit ATG and had his pride wounded following their fight because he came to win.

Sure, if you choose to ignore direct quotes from Floyd saying he waited until the time was right to fight Pac.

Or that he's on record saying Ali, Ward, and Clenelo shouldn't fight certain guys.

Or that he's on record saying he won't let Tank fight Lomachenko and to aim all criticisms of opponent selection on him.

Or that Clenelo earned the right to pick and choose just like he did.

 

Btw, Pac fans should hate Bob Arum. The guy is a leech. Pac could have done so much better with Haymon as an advisor on a fight by fight basis.

Right time financially. Bob had to soften his stance - he needed to get paid from Pac. Mayweather was constantly goading Pac to leave Arum - why didn’t he? I guarantee that fight gets made much earlier without Bob.

They tried to negotiate the fight again in 2010 and Floyd walked. Here's a statement from Ross Greenburg, the then President of HBO Sports (a neutral party).
