Because Pacquiao was already a certified ATG at the peak of boxing who never tested positive nor broke any official rules and had no business to caving in to Floyd's demands and fighting the fight under Floyd's rules. In the end he agreed to enough testing that would make it impossible for him to benefit from PED use without getting caught but it still wasn't enough for Floyd. Floyd wanted Pacquiao to jump through all his hoops despite (maybe because) Pacquiao being the Fight Of The Decade.

Pacquiao gave in quite a bit to Floyd's demands, well above an beyond the official requirements, but it still wasn't enough.

And then ironically Floyd requested a TUE for a process that can be used for masking PEDs. Also now noone trusts USADA who were requested by Floyd and were likely in his pocket.

 

Well we are finding out a very large uneducated and morally lacking percentage of the population (~40%) are also petrified to the core from needles. So Pac isnt alone.
